scandal. In particular, I am requested by the Hongkeng

Government to remind Marshal Ld Chai-sum of the personal

promises he and General Tsui King-teng recently gave to

the Governor of Hongkong that energetic action would be

taken forthwith to clean up the pirate villages in the

Blas Bay area.

I have the honour to request therefore that the

Canton Government will immediately send a military ex-

pedition to occupy the districts where these pirates have

their base, and I am authorized by the Hongkong Government

to state that any assistance or cooperation which may be

desired by the Canton authorities will be given.

I must request that you will treat this matter as

of the utmost importance and that you will favour me with

an early reply.
